Most vstors at first, assume that the harem was for the sexual pleasure of the Sultan. In some cases this was true, however utmost authority was the 'mother' of the Sultan, the Valide Sultan. It was 'she' that chose the women of the harem, and ruled over her son, the Sultan.
And there was a Kizlaragasi, chief black eunuch who was in charge of the other eunuchs responsible for guarding the Imperial Harem.
